Area of research / Subject: Stablecoins and Sanctions Circumvention a Process-Tracing Case Study of A7A5
Abstract:
This paper examines whether and under what conditions a fiat-backed stablecoin can weaken financial sanctions, using the ruble-denominated A7A5 token as a process-tracing case study. A7A5 emerged in 2025 within a cross-border settlement ecosystem associated by United States, United Kingdom, and European Union authorities with Russia’s A7 network, sanctioned state bank Promsvyazbank (PSB), Kyrgyzstan-based issuer Old Vector, and the Garantex–Grinex exchange succession. The case is analytically important because it combines a public-blockchain instrument, a third-country issuer, centralized reserves, concentrated trading venues, and conventional brokers and commercial counterparties.
The study triangulates official legal instruments and designation notices, peer-reviewed scholarship, central-bank and intergovernmental analysis, blockchain-intelligence reports, investigative research, and participant statements. It finds that A7A5 did not eliminate financial intermediation; it reconfigured it. The token could shorten part of the correspondent-banking chain, support balance migration and internal settlement, and reduce the time users needed to remain exposed to cooperative dollar-stablecoin issuers. Yet its economic usefulness continued to depend on centralized issuance and reserves, conversion liquidity, exchanges and brokers, counterparty acceptance, and completion of an underlying trade. Those dependencies created replacement chokepoints, while public ledgers created a durable source of retrospective visibility.
Published volume estimates do not establish equivalent sanctions-circumventing trade. They use different time windows and definitions, and proprietary analyses identify circular flows, concentrated holdings, and a large gap between gross and position-changing activity. The most defensible assessment is therefore one of degradation and displacement: coordinated sanctions substantially impaired A7A5’s observable market liquidity without proving the elimination of the wider A7 settlement network. The appropriate unit of analysis is the payment–ownership–trade network, not the token alone.
